Project status: On December 14, 2022, staff presented the draft 2023 County Budget to County Council—these materials are now available online for review. An in-depth review of the draft 2023 County Budget is scheduled to take place at a Special Meeting of Council scheduled for January 18, 2023.


Northumberland County Council and staff are seeking feedback from residents, business owners and community partners about priority areas of focus for the County’s current and long-term financial plans.

Northumberland County follows a rigorous process to create an annual budget that supports the delivery of the municipal programs and services on which our community relies.

During this process, our finance team annually updates the County's Financial Framework, a financial model that looks over a 10-year span at the management of the County's finances. This model looks at the current budget year and provides a 9-year future financial plan for the County, allowing us to plan for large projects and develop a clear plan.

Each year, Northumberland County engages with community members to review and confirm financial priorities as staff prepare a draft budget and updated long-term financial plan for Council’s review and consideration. Projects and resources advanced through annual budgeting processes ultimately align with these priorities.

The public engagement objectives for this project are to:

  • Inform community members of the County’s annual budget planning and approvals process.
  • Raise awareness of the services provided by the upper-tier level of government in Northumberland.
  • Consult with residents, business owners, and community partners to gather feedback about priority areas of focus for the County’s current and long-term financial plan, to inform Council deliberation and determination.

Feedback collected through the consultation process – submitted through any of the opportunities outlined above – will be used by Northumberland County and, if necessary, Bang The Table, solely for budget planning purposes. Feedback will not be presented or compiled in any manner that could potentially identify a respondent.

Feedback was compiled into the '2023 Budget Engagement Results' report and shared with the Finance & Audit Committee on July 5, 2022, and at the July 20, 2022 meeting of County Council as an important input to Council’s 2023 Budget review and deliberation process.

On December 14, 2022, staff presented the draft 2023 County Budget to County Council.

  • The draft budget proposes a 5.9% levy increase after growth, which is comprised of a base levy increase of 4.8 % and a Dedicated Infrastructure Investment of 1.1%. This amounts to $68M in levy funding towards the total $198.3M County Budget.
  • Investments will fund progress on key capital build projects, support local hospitals with the cost of essential capital equipment, advance affordable housing initiatives, enable manufacturing attraction and tourism experience development, and ensure the delivery of other essential municipal services.
  • The overall estimated impact of this increase for a median single family detached home in the county is approximately $78.72 in annual property taxation. This estimate is subject to change based on tax policy and information from the Municipal Property Assessment Corporation, both of which will be finalized in the spring.

    Northumberland County is kicking off the process to develop the 2023 County Budget with the launch of a survey to gather feedback from the public. Residents, local business owners and community partners are encouraged to share their input on priority areas of focus for the County’s current and long-term financial plans by completing the 2023 Budget Survey.

    The County's rigorous annual budget process, which includes milestones between May and January, determines the allocation of tax dollars for the upcoming year, supporting the delivery of the municipal programs and services on which our community relies. It also informs a ten-year financial model that supports planning for large projects on the horizon.

    To help Northumberland County shape the 2023 Budget and long-term plans, community members are invited to complete this survey by May 31, 2022. Participation is voluntary and all responses will be kept anonymous. The survey will take approximately 10 to 15 minutes to complete. 

    Results will be summarized in a report and shared with Northumberland County Council in July 2022. This report will be a key input for County staff in developing a budget for recommendation to Council in December 2022.
